There's no way he could have gotten away with talking like that now. A student could have reported him, and then...
But nothing was done likely because he was tight with the local authorities.
I think quite a few people get away with that in rural America today. That's the reality of this shithole country.
They only get away with it if they get tattled on, and not everyone is willing to take that chance.
You may have a stoplight but Hayward has that huge musky you can climp up in and stand in it''s mouth for a photo op.
